User interface design is the overall process of designing the interaction between a human (user) and a machine (computer). It includes graphic design, information design and a wide variety of usability methods.
The importance of good User Interface Design can be the difference between product acceptance and rejection on the web. If end-users feel it is not easy to learn, not easy to use, or face too many barriers, an otherwise excellent product could fail. Good User Interface Design can make a product easy to understand and use, which results in greater user acceptance and more business for you.
The way a user interacts with your site it vital, as you only have the visitors attention for a few seconds before they decide to go to a competitor, or click back to the search results page.

An article on web usability I always go back to is by Jakob Nielsen "Ten Usability Heuristics". Listing ten general principles for user interface design. They are named "heuristics" because they are more in the nature of rules of thumb than specific usability guidelines.
